يعتبر مدير عام المؤسسة المسئول التنفيذي الأعلى في المؤسسة وهو المسئول عن تنفيذ كافة الخطط والسياسات المرسومة والمعتمده من قبل مجلس الأمناء وكذا المحافظة على ممتلكات المؤسسة والتأكد من عدم إساءة استخدامها بالإضافة إلى تمثيل المؤسسة أمام الغير .

أولاً : المهام والمسئوليات الأساسية :

1-المشاركة مع مجلس الأمناء في وضع الخطط والاستراتيجيات التي تكفل تحقيق أهداف المؤسسة .

2-العمل على تحقيق الأهداف الأساسية للمؤسسة في ظل الإمكانيات المتاحة وفي حدود الصلاحيات المخولة له من مجلس الأمناء ووفقاً للنظام الأساسي .

3-وضع الخطط التشغيلية وتقسيمها إلى خطط متوسطة المدى وقصيرة المدى ووضع الخطط التفصيلية والزمنية لتنفيذها حسب الأوليات وعرضها على مجلس الأمناء لمناقشتها واعتمادها مع الالتزام بتنفيذها حسب الجدول الزمني المحدد لكل منها

4-الإشراف على إعداد مشروعات موازنة المؤسسة وتنفيذها بعد إقرارها من مجلس الأمناء وتقديم الحسابات الختامية لمجلس الأمناء عن طريق المحاسب القانوني للمؤسسة .

5-التنسيق بين أعمال المراكز ووحداتها المختلفة في المؤسسة وتكوين اللجان اللازمة للمتابعة وقت الحاجة وتحديد اختصاصاتها ومسئولياتها ومتابعة نتائج أعمالها .

6-تكليف مدراء المراكز في المؤسسة بتنفيذ الخطط الفرعية كلا فيما يخصه بعد مناقشتها معهم وتوضيح كافة النقاط الواردة فيها مع إلزامهم بتنفيذها وإنجازها حسب البرنامج الزمني المقرر لذلك والتعرف على الانحرافات التي قد تظهر أثناء التنفيذ ودراستها أسبابها ومعالجتها أولاً بأول .

7-استلام التقارير الدورية حول كافة أنشطة المؤسسة من كافة المراكز ووحداتها المختلفة والعمل على دراستها ومناقشتها مع المختصين ومعالجة كافة الأخطاء والمشاكل التي قد تحدث مع منع تكرارها مستقبلاً .

8-إبلاغ مجلس الأمناء كتابياً عن أية مشاكل أو عقبات كبيرة قد يواجها أثناء تسيير عمل المؤسسة خارجة عن نطاق صلاحياته وخاصة في النواحي المالية .

9-للمدير العام الحق في اقتراح نواب المدير العام في المراكز المختلفة كما يحق له إقرار وتعيين مدراء الوحدات المختلفة ومساعديهم وكذلك اقتراح المدير المالي وأمين الصندوق وعرض ذلك على مجلس الأمناء للتصديق عليه .

10-ضرورة الحصول على كافة القرارات الصادرة من رئيس مجلس الأمناء والمجلس كتابياً وعدم الاعتماد على قرارات شفهية مهما كانت الأسباب مع حفظ نسخة منها في ملف يعد لذلك .

11-التوقيع نيابة عن المؤسسة على الاتفاقيات والعقود المتعلقة بنشاط المؤسسة اليومي وكذا التوقيع على الإيداعات والمسحوبات النقدية والبنكية الخاصة بتسيير أعمال المؤسسة العادية بحسب سياسة المؤسسة.

12-إقرار ترقية وندب وإنهاء خدمات العاملين في المؤسسة ومحاسبتهم وتأديبهم في حدود ما تقرره القوانين واللوائح النافذة ، كما يحق للمدير العام إقرار خطط وبرامج تأهيل وتدريب العاملين بالمؤسسة .

13-القيام بالدراسات التسويقية والميدانية ومعرفة السبل التي من شأنها تنشيط وتحقيق أهداف المؤسسة سواء في الأسواق الحالية أو المتوقعة والبحث عن أسواق جديدة داخلية أو خارجية لتحقيق أهداف المؤسسة وبما يكفل زيادة أرباح المؤسسة نتيجة للإقبال على برامجها المختلفة وتدعيم قدرتها التنافسية في الأسواق المحلية والخارجية .

14-تقديم التقارير الدورية المتعلقة بتنفيذ الخطط الفرعية والرئيسية المرسومه سلفاً والمعتمد من مجلس الأمناء حسب البرامج الزمنية المقررة لتنفيذها مع بيان أية انحرافات قد تحدث أثناء التنفيذ وأسبابها وكيفية معالجتها وكذلك تقديم التقارير الخاصة بالمركز المالي للمؤسسة دورياً وحسب اتفاق مجلس الأمناء ورفع تقارير خاصة عن زيادة نمو الدخل الذاتي للمؤسسة.

15-الالتزام بتطبيق كافة القوانين والتشريعات الصادرة من الحكومة والمنظمة لأعمال المؤسسات والجمعيات  وكذلك اللوائح الداخلية المنظمة للمؤسسة والمعتمدة في مجلس الأمناء والمصدق عليها من المؤسسين .

ثانياً / المؤهلات والمعارف والخبرات المطلوبة

الدرجة العلمية و الخبرة العملية:

درجة البكالوريوس ( يفضل الماجستير) في أحد المجالات ذات العلاقة بالتنمية و عمل منظمات المجتمع المدني.

خبرة عمل واسعة في مجال التنمية في اليمن، و يفضل ان ترتبط الخبرة بعمل منظمات المجتمع المدني و في مجال تنمية الشباب.

Within the Projects and Construction team on site where many projects and construction requests are running in parallel, and reporting to the site Construction Manager, the successful candidate will be technically responsible of the quality control on construction works, delivery time and safety records.

Quality Control will cover the mechanical and piping, electrical and instrumentation works on site

He will contribute to the following responsibilities:

• Supervise and manage quality control on construction works for the piping, mechanical and E&I works
• Review and approve all QA and QC procedures in accordance with Company General Specifications. This includes WPS, WPQ, WQT, Coating Procedures, Calibration Procedures, NDT Procedures
• Supervise Contractors QC inspectors
• Ensure that HSE Site requirements are implemented
• Prepare QA dossier to be part of final documentation
• Give approval to the Construction Manager to issue the Completion Certificate when quality requirement is met.

Required skills

Education

• Bsc or Masters degree in engineering.

Experience

• 5 to10 years experience in QA/QC works in the petroleum activities.

Skills

• Familiar with HSE requirements on a production site.
• Hold at least 2 NDT and a welding inspection certification.

He will contribute to the following responsibilities:

• Report to the Site Construction Manager
• Issue the daily work permits – hot and cold – according to planning and instructions – pay particular attention to JSA and all Safety issues
• Attend the daily work permit meeting and get work permits signed
• To ensure that priority works are thoroughly addressed in respect of task break-down, safety and health so that the relevant work permits are never rejected
• If work permit is accepted, revert to the Construction Manager and reports on that
• If work permit is rejected, works out the reason why, re-works the document and re-issues when appropriate
• If work permit is suspended, re-submits when mandatory
• Attend the Kick-off meetings that launch the works
• Enforce the JSA as stipulated at the Kick-Off meeting and makes sure that contractors abide by When his duty for Work Permit is completed, he joins in the supervision team to follow up the Construction works that his work permits have initiated

Required skills

Education

• A technical Diploma or Bsc. Degree in engineering is required.

Experience

• Well experienced engineer with a minimum of 5/10 years in the oil and gas industry.

Skills

• Good knowledge of TOTAL general specifications, of construction and inspection in mechanical, piping and E/I.
• Clear overview of tasks break-down and work procedure.
• Minimum English Level of 3/5 (fluently written and spoken with good technical English knowledge).

He will contribute to the following responsibilities:

Liaise with the Materials Manager in Sana’a, and coordinates all material delivery activities between Materials Officer and the Logistics Department on site

Organize on site the material storage dedicated to the Projects and RFM

Witness with Logistics Department reception of material delivery on site

Organize the routine inspection of the goods in coordination with the Logistics Department

Assure a good traceability of delivered materials

Ensure that the quality system of the Suppliers meet the Company’s requirements, takes corrective actions by advising Materials Manager about quality and quantity material deviations

Communicate with QA/QC inspector about quality deviation of delivered material

Assure follow-up and storage of material QA/QC documentation reception

Perform inventories of Construction Materials (surplus) and reintegration to Logistics stocks

Duties and Responsibilities:

Under the direct supervision of the Head of the Programme, the incumbent will be:

• Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;
• Develop and sustain liaison with key professionals and NGOs engaged in the field of food security;
• Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
• Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans;
• Assist the government in identifying fields of development where food aid can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP aid;
• Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places to ensure that progress is made in the achievement of project objectives;
• Prepare periodic reports on the progress of operational projects and related counterparts (Government/NGOs) plans;
• Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid; Assist the Programme Adviser in preparation/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises. Periodically monitor the management of risks and report on any actions taken;
• Supervise other programme staff; provide training and technical guidance in their work;
• Perform other related duties as required.

Qualifications:
